Therefore, in early September, the \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"IYDB\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"requested its extension to include adults with disabilities from Kotor\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\", who were recognised as entitled to assistance at home. However, \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"just in early October we have received the response\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" from the Secretariat for Culture, Sports and Social Affairs of the Municipality of Kotor that it did not want any changes or extensions to the Agreement, but that it would continue cooperation on financing the licensed assistance at home for parents of children with disabilities with the Elderly Home “Grabovac” Risan.\",\"marks\":[],\"data\":{}}]},{\"nodeType\":\"paragraph\",\"data\":{},\"content\":[{\"nodeType\":\"text\",\"value\":\"\",\"marks\":[],\"data\":{}}]},{\"nodeType\":\"paragraph\",\"data\":{},\"content\":[{\"nodeType\":\"text\",\"value\":\"Although it \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"has been announced\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"in the media\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"since August\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"that the Elderly Home “Grabovac” Risan Home would receive a License to provide this service\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" in October, the \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"Municipality of Kotor has not timely informed the IYDB of this intention\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\". In the meantime, the \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"IYDB\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"has rejected some of the requests\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" of the centers for social work and beneficiaries \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"from other municipalities\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" in order to fulfill the agreed obligations in negotiations with the Secretariat for Culture, Sports and Social Affairs of the Municipality of Kotor. This is especially true given that the \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"Elderly Home “Grabovac” Risan\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" is a social and child protection institution that \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"has no experience in work with children with disabilities\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\".\",\"marks\":[],\"data\":{}}]},{\"nodeType\":\"paragraph\",\"data\":{},\"content\":[{\"nodeType\":\"text\",\"value\":\"\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}}]},{\"nodeType\":\"paragraph\",\"data\":{},\"content\":[{\"nodeType\":\"text\",\"value\":\"This approach\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" does not contribute to the development of a sustainable system of community life support services, but rather \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"calls into question the basic principles of the social and child protection system\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\", prescribed in Article 7 of the Law on Social and Child Protection, among which we highlight: \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"partnership and affiliation of various stakeholders and programs\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\", \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"especially at the local level\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\", with the aim of making services available in the least restrictive environment and preventing institutionalisation; \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"pluralism of services and service providers \",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"including the \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"civil society organisations\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" and other legal and natural persons; \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"active participation of users in the creation, choice and use of rights\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"; respecting the best interests of the beneficiaries in exercising their rights; \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"preventing institutionalisation\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" and providing services in the least restrictive environment.\",\"marks\":[],\"data\":{}}]},{\"nodeType\":\"paragraph\",\"data\":{},\"content\":[{\"nodeType\":\"text\",\"value\":\"\",\"marks\":[],\"data\":{}}]},{\"nodeType\":\"paragraph\",\"data\":{},\"content\":[{\"nodeType\":\"text\",\"value\":\"According to inputs from the Secretariat for Culture, Sports and Social Affairs of the Municipality of Kotor, \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"in 2026\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\", \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"only the licensed personal assistance\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\" for persons with disabilities from \",\"marks\":[],\"data\":{}},{\"nodeType\":\"text\",\"value\":\"Kotor is planned to be financed through the IYDB\",\"marks\":[{\"type\":\"bold\"}],\"data\":{}},{\"nodeType\":\"text\",\"value\":\", while financing of the assistance at home for adults with disabilities will again be absent.
